Pakistan’s hybrid and electric-vehicle tax rules are currently split between enacted tax law and the still-unfinished Auto and Auto Parts Manufacturing Policy 2026–31. As of 24 September 2026, qualifying locally manufactured hybrid electric vehicles with engines up to 2,000 cc are no longer subject to the earlier 25% Table-II treatment. S.R.O. 1525(I)/2026, effective from 13 September 2026, moves those qualifying vehicles back to the standard 18% sales-tax framework. Specified locally assembled four-wheel EVs and certain EV CKD kits also continue to benefit from relief extended through 30 June 2027 under the FY2026–27 tax measures. By contrast, reported Auto Policy 2026–31 proposals covering future GST structures, EV financing, tariff changes, localisation and export-linked incentives are not yet final law.
Sazgar Leads Pakistan’s Listed Automakers as June-Quarter Profit Hits Rs28.4 Billion

Pakistan’s listed automotive sector posted a combined profit of around Rs28.4 billion in the April–June 2026 quarter, up 39.2% year-on-year, according to Arif Habib Limited sector research. Sazgar Engineering Works emerged as the largest individual earnings contributor with approximately Rs8.73 billion in quarterly profit, ahead of Indus Motor Company at around Rs6.11 billion and Honda Atlas Cars at approximately Rs2.49 billion. Atlas Honda, the separate motorcycle manufacturer, earned about Rs6.02 billion during the same April–June period. The earnings improvement was supported by stronger vehicle sales, recovering auto financing, and higher-value model activity, although other income and one-off items also made a meaningful contribution.

Pakistan’s proposed Auto and Auto Parts Manufacturing Policy 2026–31 could reopen a long-running trade disagreement with Japan over mandatory automotive exports. Recent reports say the draft could require passenger-car manufacturers to increase exports to around 12% of local production value while linking concessionary treatment to export performance. Japanese manufacturers have previously questioned such requirements, and Japan reportedly threatened WTO action over Pakistan’s outgoing auto policy in 2024. However, Pakistani readers should note that the 2026–31 policy has not yet been publicly notified as a final policy.
